Understanding the Sri Lankan National Identity Card (NIC) System
The National Identity Card (ජාතික හැඳුනුම්පත) is the primary identity document issued to Sri Lankan citizens upon reaching 15 years of age. Governed by the Department for Registration of Persons (DRP) under the Ministry of Public Security, the number encoded on the card is mathematically structured to store demographic information including the cardholder's birth year, birth date, gender, and voting eligibility.
1. Anatomy of the Old 9-Digit NIC Format
From 1972 until 2016, Sri Lanka issued 9-digit identity cards with an alphanumeric format (e.g. 952341234V). Here is how each segment functions:
- First 2 Digits (Year of Birth): Indicates the last two digits of the holder's birth year (e.g.,
95corresponds to 1995). - Digits 3, 4, and 5 (Day of Year & Gender): A 3-digit number from 001 to 366 representing the day of the year according to a standard 366-day leap year matrix. If the individual is female, the number 500 is added to this day count (ranging from 501 to 866). For example, 734 indicates a female born on day 234 (August 22).
- Digits 6, 7, and 8 (Serial Sequence): A unique sequential number issued to individuals born on the same day.
- Digit 9 (Check Digit): An algorithmic verification check digit.
- Final Letter (V or X): The letter 'V' denotes that the citizen is eligible to vote in national elections. The letter 'X' indicates an individual not registered as an elector at issuance.
2. The Modern 12-Digit Smart NIC Format
In 2016, Sri Lanka transitioned to a unified 12-digit numerical format in line with international electronic identification (e-NIC) standards:
- Digits 1–4 (Full Year of Birth): Encodes the four-digit year (e.g.,
1995or2004). - Digits 5–7 (Day of Year & Gender): The same 3-digit day matrix (001–366 for males, 501–866 for females).
- Digits 8–11 (Sequential Identifier): An expanded 4-digit serial number to accommodate future population expansion.
- Digit 12 (Integrity Check Digit): Used for automated optical and electronic verification.
