Vehicle Leasing in Sri Lanka: CBSL Rules, Rates & Guide (2026)

Learn about monthly lease rentals, Central Bank LTV limits, flat rates vs reducing balance interest, and documentation prerequisites.

🚗 Central Bank of Sri Lanka (CBSL) Loan-to-Value (LTV) Regulations

Under CBSL macroprudential directives, licensed commercial banks and registered non-bank financial institutions (NBFIs) are subject to statutory Loan-to-Value (LTV) limits that govern the maximum percentage of vehicle valuation they are permitted to finance:

Up to 70% LTV Petrol & Diesel Motor Cars / SUVs (Min 30% Down Payment)
Up to 80% LTV Commercial Lorries, Vans & Dual Purpose Vehicles
Up to 90% LTV Electric Vehicles (EVs) & Zero-Emission Transports
Up to 50% LTV Three-Wheelers (Min 50% Down Payment Required)

Flat Rate vs. Reducing Balance Interest Explained

When shopping for a lease across commercial banks (Commercial Bank, HNB, Sampath, BOC) and finance companies (LOLC, CDB, LB Finance), understand the critical difference between the quoted rates:

Reducing Balance Method

Interest is charged strictly on the remaining capital balance. As you repay monthly installments, the interest component decreases continuously. This is the standard, transparent method used by commercial banks.

Flat Rate Method

Interest is calculated upfront on the initial principal across the entire period without reducing. A seemingly low "flat rate" of 10% actually equates to an effective reducing rate of approximately 18% to 19% p.a.

Additional Upfront Costs When Finalizing a Vehicle Lease

Aside from the down payment, budget for the following mandatory expenses when obtaining a vehicle lease in Sri Lanka:

  • Professional Vehicle Valuation: Banks require a valuation report from an approved panel valuer (typically Rs. 5,000 to Rs. 15,000).
  • Comprehensive Motor Insurance: Full comprehensive cover with the bank/finance company noted as the absolute owner (typically 2.5% to 3.5% of vehicle value annually).
  • RMV / DMT Absolute Ownership Registration (Lien): Fees payable to the Department of Motor Traffic to endorse the lessor's interest on the vehicle registration certificate (CR).
  • Documentation & Legal Stamp Fees: Standard stamp duty on lease agreements and loan document processing charges.

Frequently Asked Questions (FAQ) - Sri Lanka Vehicle Leasing

❓ Who owns the vehicle during the lease period?

The leasing institution (bank or finance company) remains the registered "Absolute Owner" on the Department of Motor Traffic (DMT) registration book (CR), while you are registered as the "Registered Owner". Upon paying all installments and obtaining the clearance letter, the absolute ownership lien is removed.

❓ Can I sell or transfer the vehicle before the lease ends?

You cannot sell the vehicle directly without lessor permission. However, you can either settle the outstanding balance in full with the proceeds of the sale, or arrange a formal lease transfer to an eligible new buyer through the leasing company.

❓ What is the maximum lease tenure in Sri Lanka?

Most financial institutions offer lease tenures ranging from 1 to 5 years (12 to 60 months). For brand new vehicles or commercial fleets, select institutions may consider tenures extending up to 7 years.
